Common coverage gaps
Where Standard Benefits Stop
Every gap below is documented, real, and preventable. These are the holes in the standard first responder benefit stack — and the optional tools you can ask for that close each one. They are optional services every first responder, and staff can choose to benefit from, or not, as they wish. Knowledge is power, and in this case, the access to knowledge comes at no cost to the first responder and staff.
The Stack Behind the Bridge
PSOB, workers' comp, and local pension benefits were built for a different era. Each one covers something — but none of them cover everything. The gaps below are not hypothetical. They are documented, county by county, profession by profession. And in most cases, they can be closed with minimal new money. This optional service can enhance the employee and spouse / children benefits.
Life Insurance — The Death-Benefit Gap
PSOB is not guaranteed off-duty or for secondary employment
A supplemental term life policy pays on any cause of death — on-duty, off-duty, illness, accident — without waiting on a PSOB determination. It layers on top of what's already there, closing the distance between small local pension benefits and what a family actually needs to replace years of income.
Hospital Indemnity — The Out-of-Pocket Gap
High-deductible plans shift real dollar risk onto the member
Hospital indemnity pays a fixed cash benefit directly to the member for each day admitted — independent of what the underlying medical plan processes. It's the most direct offset to an HDHP's design: the agency lowers the monthly premium, this fills the hole that decision creates the one week it matters most.
Accident Coverage — The Off-Duty & Second-Job Gap
Workers' comp provides zero coverage for off-duty injuries
Accident insurance pays regardless of duty status or which employer the member was working for at the time of injury. This is the single product built specifically for the scenario workers' comp statutes leave open — the off-duty car accident, the injury at the second job.
Cancer & Critical Illness — The Presumption Gap
Many states have no heart/lung or cancer presumption for law enforcement or EMS
A critical illness plan pays a lump sum on diagnosis — no causation fight, no presumption statute to qualify under. For police and EMS, this isn't a supplement to a state benefit; it's the only benefit, since many states don't offer one to begin with.
Long-Term Care — The Custodial Care Gap
No federal, state, or local benefit covers extended custodial care
70% of people who reach 65 will need some form of long-term care. None of the benefit programs in the standard first responder stack provide for it. Cash-indemnity care products — including simplified-issue options for members with health histories — fill this gap without a medical exam.
Temporary Income Replacement — The Adjudication Gap
SSDI determinations run 6–24 months; workers' comp has a weekly cap
A 1- or 2-year bridge benefit pays a fixed cash amount during the window between injury and a federal or local pension disability finding — structured to pay in addition to whatever workers' comp or SSDI eventually pays, not reduced by it.
Marketplace Offset — The Dependent Coverage Gap
Dependent-tier premiums are the most expensive tier on every county plan
Since the IRS fixed the 'family glitch' in 2023, a spouse and children may qualify for subsidized Marketplace coverage. Keeping the member on the department plan at the employee-only rate and moving dependents to a subsidized plan can free up premium dollars to fund the rest of this stack — closing gaps without a new household expense.
Education Funding — The Child's Future Gap
PSOB's education benefit only exists after a qualifying line-of-duty death
A properly sized life policy can earmark tuition as a line item alongside income replacement. A cash-value permanent policy can also serve as an education-funding vehicle — life insurance cash value is not counted as a student asset on the FAFSA, so it doesn't reduce financial-aid eligibility the way a 529 or taxable account can.
